Manager Compliance & Quality​ - Kuwait

Role Purpose: 

 

The purpose of this role is to support the Deputy Director Safety, Standards, Quality and Environment (SSQE) in delivering the contracted services, specifically with regards to compliance with the IMS (Integrated Management System). This will ensure that the unit meets its Quality and Environmental Compliance objectives within the IMS. The role shall manage activities to ensure departmental compliance with internal policies and procedures, national and international legislation and the application and maintenance of ISO 9001, 10002 and 14001 certifications. 

 

Key Accountabilities: 

 

  • Manage the implementation and provision of Quality & Environmental management processes in the operation. 

  • Ensure that quality, and environmental capabilities are managed across the operation.  

  • Implementation, delivery and management of all quality manuals. 

  • Manage the continuous improvement process by applying ISO 9001 QMS (Quality Management System) framework to ensure all processes and procedures remain effective, efficient, and compliant to relevant requirements and legislation.  

  • Manage the required actions and plans to ensure that the quality, and environmental requirements for certification from regulatory authorities are met. This includes preparation for ISO 9001, 10002 and 14001 certifications. 

  • Assessment and validation of individual procedures to maintain the highest level of quality standards and integration within the IMS. 

  • Manage the performance and effectiveness of the QMS to ensure it is appropriate to meet all regulatory requirements. 

  • Assist in preparing reports on the performance of the QMS for external bodies. 

  • Manage the workforce to create a competent, energetic, engaged, and motivated workforce who are committed and aligned to the delivery outcomes. 

  • Work as an integral member of the on-site NATS management team, providing mutual support as required to ensure positive teamwork and clear communications to all stakeholders. 

  • Ensure the unit operates in compliance with relevant international, regional, national legislation. 

  • Maintain a beneficial relationship with internal and external stakeholders and customers. 

  • Manage quality and compliance auditing activities of contracted suppliers. 

  • Participate at compliance related international, regional, national, and internal meetings for early management of compliance issues. 

  • Respond to change requests received from stakeholders that have the potential to impact the ability to comply with appropriate legislation. 

  • Determine the impact of new or changed legislation on products and services. 

  • Provide full and transparent reporting of compliance matters at appropriate meetings and forums. 

  • Provide proactive support to change activities, including coordinating with all stakeholders via the change management process. 

  • Communicate and report Quality and Environment related matters to relevant parties as required. 

  • Escalate any potential issues to the Head of Safety, Quality and Environment. 

 

Qualifications, Skills and Personal Attributes:

 

  • The role holder should ideally be educated to degree level/equivalent with operational experience, preferably in the Middle East and consistently deliver in line with the NATS behaviours model.  

  • Significant experience in an ANS (Air Navigation Services) operational environment. 

  • Experienced in the development and management of Quality Management Systems (QMS) in an aviation environment. 

  • ATC or ATE qualifications. Qualified ISO 9001 Lead Internal Auditor or equivalent experience. 

  • Project management experience preferable. 

  • Ability to manage, coach, motivate, and build teams; developing others to maximise their contribution and performance.  

  • Proven ability to communicate clearly with excellent written and verbal communication skills, with the ability to effectively deliver key messages and strategic vision.  

  • Arabic speaker preferable. 

  • Experience and understanding of an ATS (Air Traffic Service) operating environment. Middle East experience preferable. 

  • A working understanding of operational safety within an Aviation Safety Management System including Safety Assurance, Risk Management, Safety Responsibility and Safety Promotion. 

  • An in-depth understanding of Quality Management Systems, specifically managing the ISO 9001, ISO 10002 certification process. 

  • An understanding of Environmental Management Systems and managing the ISO 14001 certification process.
