Role Purpose:

The purpose of this role is supporting the Deputy Director SSQE in delivering the contracted services, specifically with regards to compliance with the IMS (Integrated Management System). Ensuring that the unit meets its Safety objectives within the IMS. The role shall manage activities to ensure departmental compliance with internal policies and procedures, national and international legislation and the application and maintenance of ICAO annex 19 and ICAO Doc 9859 Safety Management Manual. 

 

Key Accountabilities: 

 

  • Manage the implementation and provision of Safety Management System (SMS) processes in the operation. 

  • Develop and implement a Risk Management Process to Identify Hazards and mitigate risks. 

  • Escalate any potential safety issues to the Deputy Director Safety, Standards, Quality and Environment. 

  • Ensure that safety processes are managed across the operation.  

  • Manage the continuous improvement process within the SMS framework to ensure all processes and procedures remain effective, efficient, and compliant with relevant requirements and legislation.  

  • Assessment and validation of individual procedures to maintain the highest level of safety standards and integration within the IMS. 

  • Develop Safety Performance indicators to measure and report on the performance of the SMS as part of the Safety Assurance Process. 

  • Manage the performance and effectiveness of the SMS to ensure it is appropriate to meet all regulatory requirements. 

  • Prepare and manage Hazard log and Risk registers. 

  • Manage the Change Management processes to ensure that all risks are mitigated during any safety critical change process. 

  • Foster a positive Safety Culture through education and awareness programs 

  • Work as an integral member of the on-site NATS management team, providing mutual support as required to ensure positive teamwork and clear communications to all stakeholders. 

  • Ensure the unit complies with relevant international/regional/national legislation. 

  • Oversee safety Audits and inspections. 

  • Manage Safety and compliance auditing activities of contracted suppliers. 

  • Participate in compliance related international, regional, national, and internal meetings for early management of SMS issues. 

  • Determine the impact of new or changed legislation on the Safety of the Operation. 

  • Implement and manage a confidential safety reporting scheme to encourage proactive reporting of safety issues. 

  • Provide proactive support to change activities, including coordinating with all stakeholders via the change management process. 

  • Communicate and report Safety matters to promote Safety messages within the workforce. 

  • Provide safety training to ANS personnel. 

 

Qualifications, Skills and Personal Attributes:

 

  • The role holder should ideally be educated to degree level/equivalent with operational experience, preferably in the Middle East and consistently deliver in line with the NATS behaviours model. 

  • A minimum of 10 years leadership experience in an ANS (Air Navigation Services) operational environment. 

  • Experienced in the development and management of Quality and Safety Management Systems (QMS/SMS) in an aviation environment. 

  • ATC or ATE qualifications. Project management experience preferable. 

  • Ability to manage, coach, motivate, build teams, and develop others to maximise their contribution and performance.  

  • Proven ability to communicate clearly and excellent written and verbal communication skills with the ability to effectively deliver key messages and strategic vision.  

  • Experience and understanding of an ATS (Air Traffic Service) operating environment. Middle East experience preferable. 

  • An in-depth understanding of operational safety within an Aviation Safety Management System including Safety Assurance, Risk Management, Safety Responsibility and Safety Promotion. 

  • A working understanding of Quality Management Systems. 

  • An understanding of Environmental Management Systems and managing the ISO 14001 certification process. 

  • Required to work flexibly across different time zones and working weeks.
